The Railway Police Force (RPF) constable accused of assaulting a hawker at Vasai railway station on Wednesday for allegedly not paying bribe has been arrested.
Harisingh Tomar (22) alleged of being brutally beaten on his buttocks with a baton by RPF constable Dinesh Swamy. The incident took place on March 1 after Tomar was arrested for hawking on the Pune-Indore Express.
In the lock-up, Swamy allegedly assaulted Tomar for an hour. On Thursday at around 10.30 am, he was produced in the Vasai court and fined Rs 900 for hawking. He was allegedly threatened by Swamy against speaking about the torture.
In his complaint to the Vasai Government Railway Police (GRP) Tomar alleged that Swamy was upset with him for not giving ‘hafta’ since two months. Hawking in trains is punishable. Hawkers, however, sell inside long distance and suburban trains by greasing the palms of the men in uniform.
According to Tomar, Swamy demanded money to fill petrol in his motorbike. Tomar who had Rs 1,000 for fine was unable to give Swamy any cash. Tomar said that Swamy was drunk and he used a baton to hit him on his buttocks. Tomar alleged that the force of the assault was such that the baton broke.
Swamy has been booked under IPC section 324 (voluntarily causing hurt by dangerous weapon or means), 504 (intentional insult to provoke breach of peace) and 506 (criminal intimidation).
